Indonesian Land Certification Program Exceeds Target: Minister AHY and Deputy Minister Ossy Hand Over Land Titles in Pacitan. |
Pacitan, East Java – Indonesia’s national land registration initiative continues to show impressive progress. In 2025, the Land Certification Program known as Pendaftaran Tanah Sistematis Lengkap (PTSL) in Pacitan Regency surpassed its target, registering over 39,089 land parcels — exceeding the initial goal of 39,000.
To mark this milestone, Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY), accompanied by Deputy Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Ossy Dermawan, personally handed over land ownership certificates to local residents on Thursday, July 3, 2025.
Delivering Legal Land Ownership Directly to the People
In a direct door-to-door approach in Sirnoboyo Village, Minister AHY and Deputy Minister Ossy personally delivered five land certificates to residents. Symbolically, an additional 136 certificates were distributed to community representatives and public institutions.
The distributed land titles include:

90 individual certificates under the PTSL program

1 certificate supporting small business (MSMEs)

14 waqf (endowment) certificates for local religious organizations NU and Muhammadiyah
-
10 certificates for state-owned assets of BBWS Bengawan Solo

21 certificates for assets owned by the Pacitan local government

Deputy Minister Ossy emphasized the importance of managing land assets wisely. “Land legality is a vital asset that can help improve family welfare. We hope this program helps accelerate rural development while reducing future land disputes,” he said.

Minister AHY praised the Ministry of ATR/BPN for its strong commitment to serving the public. “This is a real example of how the government is present on the ground, securing land ownership rights and enabling economic opportunity for citizens. It’s a success that must continue,” he stated.
