Pontianak, July 28, 2025 — Governor of West Kalimantan, Drs. H. Ria Norsan, M.M., M.H., officially inaugurated 50 civil servants (ASN) into functional positions and led the oath-taking ceremony for 33 other ASN at Balai Petitih, the Governor’s Office in Pontianak, on Monday (28/7/2025). This event marks a significant step in strengthening a professional, ethical, and high-performing bureaucracy in the province.

A total of 50 ASN were appointed to new functional roles, while 33 others participated in the official oath and pledge ceremony as part of their commitment to public service.

In his speech, Governor Norsan congratulated all the newly appointed and sworn-in ASN and reminded them of their crucial responsibilities as public servants.

"Congratulations to the 50 civil servants who have taken the oath of office and been inaugurated into their new functional roles, and to the 33 others who have completed their oath-taking. I hope you all will work well — and even better than before," he said.

He further emphasized that ASN appointments, both administrative and functional, must be based on three core principles: qualifications, competence, and performance, in line with Government Regulation No. 17 of 2020.

Governor Norsan stressed that integrity and morality are non-negotiable. Even if someone works hard and efficiently, they will not be promoted if their moral standards and integrity fall short.

"No matter how fast or efficient someone works, if their integrity and moral behavior are questionable, they won’t be considered for promotion," he asserted.

He also reminded ASN to uphold the core values of civil service, known by the acronym "BerAKHLAK", which stands for:

  • Service-oriented

  • Accountable

  • Competent

  • Harmonious

  • Loyal

  • Adaptive

  • Collaborative

According to Norsan, working hard and smart has become common, but the true challenge lies in working sincerely without expecting rewards.

"We often work hard and smart, but sometimes sincerity is lacking—especially when we expect something in return. We must learn to work sincerely and treat it as our spiritual investment for the future," he said.

He encouraged ASN to start their day with a pure intention, treating their work not just as a duty, but also as a contribution to both the nation and the afterlife.

The Governor also called on all ASN to pursue higher education and constantly upgrade their knowledge and skills.

"If you only finished high school, pursue a bachelor's degree. If you already have one, go for a master's, and if you’re capable, aim for a PhD. There’s no limit to learning. Knowledge will always be with us wherever we go," he advised.

Closing his speech, Norsan made it clear that there will be zero tolerance for drug abuse or immoral acts, including sexual misconduct.

He specifically cited a recent case involving a government official in the Social Services Office.

"For those involved in such disgraceful acts, there will be no mercy. If the evidence is clear, proceed with dishonorable discharge immediately. Such behavior tarnishes the ASN’s reputation," he stressed.

This inauguration and oath-taking event reflects West Kalimantan’s strong commitment to building a clean, high-performing, and ethical government. Governor Norsan reminded all civil servants to not only work hard and smart, but to also serve with sincerity, uphold integrity, and embody the values of the ASN code of conduct in their daily duties.
