Nusron Wahid’s Bold Move: ATR/BPN Ministry Accelerates Land Registration and Wipes Out Land Mafia in Prabowo-Gibran’s First Year

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is hitting the ground running in the first year of the Prabowo-Gibran administration. Under the leadership of Minister Nusron Wahid, the ministry is carrying out a massive overhaul of its land administration system with one main goal — to eradicate land mafia practices that have long harmed citizens and the state.

“As we continue to improve our internal system, land mafia activities will gradually disappear,” said Nusron Wahid at the State Palace, Jakarta, on Monday (October 21, 2025).

Building a More Accurate and Transparent Land Service System

According to Nusron, the reform focuses on developing a more accurate, transparent, and accountable land service system. This new approach strengthens governance, making it harder for corrupt actors to manipulate land records.

The system improvements are not only closing the door for land mafia operations but also speeding up the process of land registration and certification across Indonesia.

Preventing Rp9.67 Trillion in State Losses

The results are already showing. Throughout this year, the ATR/BPN Ministry successfully prevented potential state losses worth Rp9.67 trillion.

This figure comes from several factors, including the actual value of disputed land (real loss), economic potential lost due to delayed projects (potential loss), and lost tax and state revenue potential (fiscal loss).

4 Million Land Parcels Registered in One Year

The ministry’s achievements don’t stop there. Between October 2024 and October 2025, the ATR/BPN managed to register 4 million land parcels, with 2.6 million already certified.

This number is expected to continue growing as the ministry expands its digital land administration services and streamlines internal processes.

Contributing Over Rp1,000 Trillion to the Economy

Remarkably, in just the first year of the Prabowo-Gibran administration, the land registration and certification program generated an economic value of Rp1.021.9 trillion.

The breakdown includes:

  • Rp12.4 trillion from Income Tax (PPH)

  • Rp3.15 trillion from Non-Tax State Revenue (PNBP)

  • Rp25.9 trillion from Land and Building Rights Acquisition Fees (BPHTB)

  • Rp980.5 trillion from Mortgage Rights (Hak Tanggungan)

These results prove that land administration reform not only curbs illegal practices but also significantly boosts Indonesia’s economic growth.

Strengthening Coordination to Meet 2025 Targets

As the 2025 fiscal year approaches its end, Nusron emphasized the importance of internal consolidation and cross-departmental coordination. He urged all ATR/BPN staff to stay committed to meeting performance targets on time.

“This must be our shared commitment. We need to make sure all our targets are achieved by December,” Nusron stated.

With these decisive reforms, the ATR/BPN Ministry is not only delivering concrete results under the new government but also restoring public trust by providing a cleaner, more transparent, and mafia-free land service system.
