| ATR/BPN Nearly Hits Rp2.63 Trillion in Non-Tax Revenue as 2025 Ends, Showing Strong Public Service Performance |
As 2025 draws to a close, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) brings promising news. The ministry’s Non-Tax State Revenue (PNBP) continues to show strong growth and is getting closer to meeting its annual target.
The update was delivered by ATR/BPN Secretary General Dalu Agung Darmawan during a session of the Working Committee (Panja) on PNBP at the Indonesian House of Representatives (DPR RI) in Jakarta, Monday (November 17, 2025).
According to Dalu, as of November 12, 2025, the ministry has collected Rp2.63 trillion, which represents 82.12% of the 2025 target set at Rp3.21 trillion.
He explained that the target was calculated based on the potential of land and spatial planning services, supported by continuous improvements in service optimization across the institution.
2025 Revenue Outperforms Previous Year
Data also shows that overall PNBP performance in 2025 is stronger compared to 2024. A clear example is found in the Land Registration Data Maintenance category. As of October 31, 2025, revenue from this sector reached Rp750.15 billion, an increase from Rp642.13 billion recorded in 2024.
This upward trend highlights not only the increased demand for land services but also improvements in service delivery within ATR/BPN.
ATR/BPN Prepares to Revise Several PNBP Regulations
Seeing this positive growth, the ministry plans to revise several regulations related to PNBP to make them more relevant to current needs.
Some regulations that will undergo revision include:

PMK No. 180/PMK.02/2021
Meanwhile, PMO No. 98 of 2024 will remain unchanged and is not included in the revision plan.
Dalu also highlighted several categories of services under ATR/BPN that contribute to PNBP, such as:

DPR Appreciates Progress but Calls for Even Better Public Service
Deputy Chair of Commission II of the DPR RI, Zulfikar Arse Sadikin, who led the meeting, expressed appreciation for ATR/BPN’s consistent revenue growth from 2020 to 2025.
He hopes the ministry can reach the Rp3.2 trillion target by December 2025.
However, he also emphasized that revenue growth should not be the only focus. Any adjustment to PNBP tariffs must be accompanied by meaningful improvements in public service quality.
According to him, better service is essential to ensure the public truly benefits from every policy implemented by the government.
