Jakarta – The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is strengthening its commitment to improving public services by accelerating the completion of land administration files. Minister of ATR/Head of BPN, Nusron Wahid, emphasized that every stage of the service process will be tightly monitored and evaluated. His goal is to transform ATR/BPN into a clean, fast, and trustworthy institution that provides real certainty for the public.

Speaking during the Evaluation Meeting on Land Service File Completion, held both online and offline on Tuesday (November 18, 2025), Minister Nusron highlighted that internal integrity is essential for sustainable service improvement.

“We want to ensure that our internal system is truly clean. A healthy organization will give people the certainty they need—certainty of time, certainty of cost, and certainty on whether their request can move forward or not,” he explained.

Service Improvement Is Not Just a Target, But a Public Right

According to Minister Nusron, improving services is not merely about reaching administrative milestones. It is about ensuring that every applicant knows the status of their land-related request. He noted significant progress since the previous internal meeting two weeks earlier, with nearly 18,000 pending cases successfully resolved.

“With only a few weeks left before December 31, we need exponential acceleration to ensure no land issues remain unresolved,” he added.

All Work Units Must Provide Clear Certainty to the Public

As an institution that handles basic public needs related to land and space, ATR/BPN must adapt its workflow. Minister Nusron stressed that every regional and central office has a responsibility to deliver transparent and predictable services.

He highlighted three mandatory forms of certainty for the public:

  1. Certainty of processing time

  2. Certainty of cost

  3. Certainty on whether the request can proceed or must be halted

“We want people to stop feeling confused or left waiting without answers,” he said.

Preparing for BPK Audit on PTSL Program

Minister Nusron also addressed the upcoming audit from the Audit Board of Indonesia (BPK) regarding residual cases in the Complete Systematic Land Registration (PTSL) program. Since the program is funded by the State Budget (APBN), accountability and transparency are top priorities.

“We must work on concrete and measurable preparations to ensure a smooth audit process,” Nusron stated.

Potential New Regulation Using the 'First In, First Out' System

To prevent recurring backlogs in 2026, Minister Nusron is considering issuing a new regulation adopting the first in, first out (FIFO) principle. This system would ensure that land files are processed strictly based on the order they were submitted, minimizing loopholes and promoting transparent workflow.

The initiative aims to strengthen governance and prevent bottlenecks in future administrative processes.

Evaluation Meeting Joined by Central and Regional Leaders

During the evaluation meeting, Director General of Land Surveying and Mapping, Virgo Eresta Jaya, and Director General of Land Rights and Registration, Asnaedi, delivered technical presentations regarding the ongoing progress. The session was led by the Secretary General, Dalu Agung Darmawan, along with Inspector General Pudji Prasetijanto Hadi.

Several senior officials attended the meeting in person, including high-ranking leaders from ATR/BPN. The session was also joined offline by the Heads of Provincial Land Offices and 88 Land Offices considered priority units in clearing service backlogs.
