Indonesia Showcases Its Digital Land Reform Journey as Perak, Malaysia Officials Visit ATR/BPN

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) welcomed an official visit from the Land and Mines Office of Perak, Malaysia on Thursday, December 4, 2025. Held at the ATR/BPN headquarters in Jakarta, the meeting became an important moment for both countries to exchange insights on land services, spatial planning, and the rapid digital transformation happening in Indonesia.

During the discussion, Dwi Budi Martono, the Expert Staff for Information Technology at ATR/BPN, explained how long and challenging Indonesia’s digital land transformation journey has been. He shared that the modernization process began back in 1998, but the real breakthrough came in 2016 when all ATR/BPN regional offices finally became fully connected to the central system.

“Once all our offices were integrated in 2016, we could finally push forward electronic services. It was a turning point for the modernization of Indonesia’s land services,” said Dwi Budi Martono in front of the Perak delegation.

By 2019, ATR/BPN officially launched a series of digital services that made it easier for the public to access land information. These services include online certificate checking, the Land Value Zone (ZNT), Electronic Mortgage (HT-El), and the issuance of the Land Registration Certificate (SKPT), reducing long lines and manual processing.

Dwi also highlighted the development of Electronic Land Certificates, an innovation first tested in 2021. On December 4, 2023, the President officially launched the electronic certificate system—marking a major milestone. As of today, the system has been running for two full years.

The Malaysian delegation received a warm welcome from ATR/BPN’s Secretary General, Dalu Agung Darmawan, who expressed hope that the meeting would deepen collaboration between the two neighboring countries.

“We hope this meeting brings real benefits. If future discussions or follow-ups emerge from this visit, it would strengthen cooperation between Indonesia and Malaysia,” said Dalu Agung Darmawan.

From the Malaysian side, Nor Azura, Assistant Director of the Perak Land and Mines Office, shared her interest in learning from Indonesia’s progress. She noted that Malaysia has also implemented electronic land certificates since 2021, but mainly as digital internal records. Citizens still receive physical certificates.

“We also use electronic certificates, but only for our internal database. People still receive printed certificates,” Nor Azura explained.

Before concluding, both institutions exchanged plaques as a symbol of goodwill, followed by a group photo session. The event was also attended by ATR/BPN’s Head of the Data and Information Center, I Ketut Gede Ary Sucaya, and the Director of Government Land Regulation, Communal Land, and Customary Land, Suwito.

This visit further strengthens Indonesia’s position as a country committed to digital public service reform. What used to be a complicated land administration system is now gradually becoming more efficient, transparent, and accessible for the public thanks to ongoing digitalization efforts.
