Jakarta – The rise of land mafia cases in Indonesia has pushed the government to take firm action. The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, officially opened the Coordination Meeting on the Prevention and Resolution of Land Crimes 2025. In his address, he urged all law enforcement agencies (APH) to strengthen cooperation to combat land mafia networks that are becoming increasingly sophisticated and widespread.

According to Minister Nusron, land crimes are no longer a local or sectoral issue. They have become a strategic national agenda. He emphasized that ATR/BPN cannot work alone. Strong institutional collaboration—especially with the police, prosecutors, judicial bodies, and other law enforcement officials—is essential to stop these crimes that harm the public.

“Land mafia syndicates are structured and have infiltrated various sectors of life. This is not just ATR/BPN’s responsibility—it is the responsibility of the entire nation,” Nusron stated during his speech in Jakarta, Wednesday (12/03/2025).

Land Mafia Operations Start at the Village Level

Minister Nusron highlighted a worrying trend: land mafia activity often begins at the grassroots level, starting in villages and subdistricts. Document manipulation, forged land certificates, and the involvement of rogue local officials have become the initial gateway for illegal practices.

He explained that Indonesia’s land system still heavily relies on historical documentation, a vulnerability exploited by criminals. By falsifying evidence, altering data, and taking advantage of administrative loopholes, these syndicates can seize people’s land rights and trigger long-lasting conflicts.

Nusron described the current situation as a national emergency.

Two Main Weapons: Strong Law Enforcement and Internal Integrity

During the coordination meeting, which was attended by ATR/BPN officials and law enforcement institutions, Nusron stressed two crucial priorities:

  1. Firm law enforcement

  2. Internal integrity within ATR/BPN

He emphasized that as long as ATR/BPN staff remain professional, clean, and resistant to illicit collaborations—combined with strong legal support from law enforcement—the land mafia can be tackled effectively.

“If ATR/BPN personnel stay proper, firm, and refuse to collaborate illegally, backed by strong law enforcement, God willing, we can solve this together,” he said.

Intelligence Support Needed to Track Forged Identities

Beyond legal action, Nusron underlined the importance of intelligence support. Many land crime offenders use fake identities, false documents, or multiple aliases to hide their tracks.

With strong intelligence mapping, authorities can identify criminal patterns earlier and narrow the syndicates’ operational space.

“Sometimes, these perpetrators use strange and fabricated identities. With intelligence support, we can handle this more effectively,” he added.

Awards for Those Fighting Land Crimes

As a form of appreciation, Minister Nusron presented gold pins and certificates of recognition to 74 contributors involved in preventing and resolving land-related crimes. The awards were symbolically handed to six representatives.

He noted that this gesture is not merely ceremonial—it recognizes the high-risk, demanding work carried out by those on the ground.

High-Level Attendance Shows Strong National Commitment

The coordination meeting hosted officials from multiple institutions, highlighting the government’s determination to take down land mafia networks. Attendees included:

  • Minister of Infrastructure and Regional Development Coordination, Agus Harimurti Yudhoyono

  • Deputy Chief Justice for Judicial Affairs, Suharto

  • Acting Deputy Attorney General, Asep Nana Mulyana

  • Deputy Minister of Law, Edward Omar Syarief Hiarie

  • Deputy Minister of Agrarian Affairs/Deputy Head of BPN, Ossy Dermawan

  • Head of the Criminal Investigation Department of the Indonesian National Police, Syahardiantono

  • Senior officials from ATR/BPN and several provincial BPN regional heads

Their attendance underscores that fighting land crimes requires a strong, unified national movement, not isolated efforts.

A New Hope for Protection of Citizens’ Rights

The fight against land mafia is not just about administrative reforms. It is about protecting citizens’ rights, ensuring economic stability, and supporting fair and sustainable development. With stronger collaboration between ATR/BPN and law enforcement, Minister Nusron believes Indonesia is entering a new era in combating land-related crimes.

This initiative brings renewed hope—especially for communities who have long suffered from land disputes and forged documentation. The road ahead may be long, but with unity and integrity, the nation must not lose to land mafia networks.
