Semarang — Indonesia’s Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, reaffirmed the government’s commitment to addressing inequality in land ownership across the country. He emphasized that fair land distribution is crucial so that economic development benefits not just a small group, but provides equal opportunities for all Indonesian citizens.
Speaking in front of hundreds of students at Diponegoro University (UNDIP), Nusron explained that Indonesia has around 190 million hectares of land, yet its distribution remains highly unbalanced. This structural issue has created deep social inequality that continues to affect communities nationwide.
“The unequal structure of land ownership causes social imbalance. That is what we are fixing,” Nusron said during the Indonesia Punya Kamu event at UNDIP’s Muladi Dome, Central Java, on Tuesday (02/12/2025).
Reforming HGU and HGB: Not to Block Investment, But to Protect Fair Competition
According to Nusron, the ATR/BPN Ministry is implementing President Prabowo Subianto’s mandate to restructure the granting of Hak Guna Usaha (HGU)—land-use permits for businesses—and Hak Guna Bangunan (HGB)—building-use permits.
This reform is guided by three main principles:

Nusron stressed that this reform is not meant to scare off investors. Instead, the government aims to balance public interests with business interests, ensuring that economic growth does not harm vulnerable communities who struggle to access productive land.
