Jayapura — Indonesia’s Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, reaffirmed his commitment to improving the quality of land services, especially for communities in Papua. Speaking before officials from the Papua Regional Land Office, he emphasized that public services must provide clarity and certainty for citizens.
“People come to us looking for clear procedures, clear processes, and clear results. The simpler the steps, the better for the public,” Minister Nusron said in Jayapura on Wednesday, November 19, 2025.
Pushing for Digital Transformation and Service Simplification
Minister Nusron highlighted that strengthening public services remains a top priority for the ATR/BPN Ministry. He encouraged continuous improvements in workflow efficiency and the adoption of digital technology to ensure faster and more accurate service delivery.
Digital transformation, he noted, is crucial not only for internal efficiency but also to guarantee that land data in Papua is managed more securely, transparently, and in a modern way.
Currently, land services in Papua are managed through two regional offices:

Papua Regional Land Office, overseeing Papua, South Papua, Highland Papua, and Central Papua.

West Papua Regional Land Office, overseeing West Papua and Southwest Papua.
Human Resources as the Key to Reform Success
Minister Nusron reminded all staff that successful reform is not only driven by good systems but also by strong human resources. He encouraged BPN personnel throughout Papua to continuously enhance their competence, discipline, and professionalism.
“When the system works well and the workforce is prepared, our services will naturally become easier and faster for the people,” he stated.
On-Site Activities: Certificate Handover and Customary Land Outreach
Before the briefing session at the Papua Regional Office, Minister Nusron completed a series of activities. He handed over:

10 certificates for houses of worship

6 certificates for state-owned properties (BMN)

4 land ownership certificates for Papuan residents
He also conducted outreach on the Registration and Administration of Customary Land, ensuring that indigenous land rights are properly documented and protected from potential disputes.
