Jakarta – The Indonesian government has officially taken a major step toward fixing long-standing land administration issues. The Ministry of Agrarian Affairs and Spatial Planning National Land Agency (ATR/BPN) held a Kick Off Meeting for the preparation of the Action Plan for the Land Administration Bill on Friday, January 9, 2026, in Jakarta.

This meeting follows the approval of the Land Administration Bill at the Level I plenary session of the House of Representatives of the Republic of Indonesia (DPR RI). The goal is clear: to create a land administration system that is more organized, transparent, and legally certain for the public.

Secretary General of the Ministry of ATR/BPN, Dalu Agung Darmawan, emphasized that the bill is designed to become a strong foundation for Indonesia’s national land governance in the future.

According to him, the main objective of the Land Administration Bill is to establish an orderly, accountable, and integrated land administration system, while also serving as a national legal framework for all land management activities. With this system in place, the public is expected to face fewer overlapping regulations and prolonged land disputes.

Dalu explained that the urgency of the bill is very high and highly strategic. The regulation is expected to strengthen legal certainty over land rights, improve the land administration system, and support the implementation of Agrarian Reform in a broader sense. In addition, the bill is closely linked to comprehensive and accurate spatial mapping, making its completion a priority.

He also pointed out that land issues in Indonesia are still heavily influenced by fragmented regulations and institutional overlaps. Therefore, the Land Administration Bill is being prepared as a further elaboration of the Basic Agrarian Law of 1960, ensuring it remains relevant to modern developments and technological progress.

Importantly, the bill does not only address technical land matters. Its impact is considered far-reaching, covering social welfare, legal certainty, national prosperity, economic competitiveness, and the prevention of administrative misconduct that could lead to criminal acts.

“This law will have a broad impact. It’s not just about land certificates, but also about public welfare, economic strength, and legal protection,” Dalu stressed.

The drafting team for the Land Administration Bill is led by the Expert Staff for Information Technology, Dwi Budi Martono. The kick off meeting was attended by senior and mid-level officials within the Ministry of ATR/BPN, as well as related stakeholders, both in person and online.

Closing his remarks, Dalu Agung Darmawan urged the drafting team to remain open to criticism and differing opinions throughout the process. He reminded them that the bill is not only meant to address today’s challenges, but also to serve as a reference for the next 20 to 30 years.

“We are not just writing regulations for today. We are shaping the future of Indonesia’s land governance. That’s why this process requires academic integrity, sharp analysis, and the courage to formulate strong policies,” he concluded.
