Starting September 1st, internet users in Russia may face hefty fines for intentionally searching extremist materials or promoting VPN services.

Moscow — The Russian State Duma has officially passed a new law targeting internet users who deliberately search for or access extremist content online. The law also imposes penalties for advertising virtual private network (VPN) services.

In its third and final reading, the Duma approved amendments to the Code of Administrative Offenses which introduce new sanctions. The law specifically addresses the use of VPNs and other tools to bypass website restrictions in order to access banned materials.

According to the new regulation:

  • Deliberately searching or accessing extremist content online will result in a fine of 3,000 to 5,000 rubles (approximately USD 35 to USD 58).

  • Illegally sharing a phone number could lead to a fine of up to 100,000 rubles (around USD 1,160).

  • Sharing login credentials to access such content may result in a fine of up to 200,000 rubles (about USD 2,320).

  • Advertising VPN services could carry a fine as high as 500,000 rubles (around USD 5,800).

If signed into law by Russian President Vladimir Putin, the new regulations are set to take effect on September 1st, 2025. Authorities will then have the power to penalize violators directly.

The move is part of the Russian government’s effort to tighten control over digital spaces, especially to curb the spread of extremist content and limit the use of tools that circumvent censorship.

Experts warn that this law could further restrict digital freedom in Russia. Critics argue it might infringe on freedom of expression and access to information, particularly affecting opposition voices and independent journalists.
