Aiming for Top SAKIP Rating: Deputy Minister Ossy Dermawan Unveils 5 Measurable Strategies for Better Bureaucratic Impact. |
Jakarta – The Indonesian Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has set its sights on achieving the highest rating of SAKIP A (Excellent) in the Government Agency Performance Accountability System.
In the webinar titled “Roadmap to Achieve SAKIP A” held on Tuesday (July 1, 2025), Deputy Minister of ATR/Deputy Head of BPN, Ossy Dermawan, presented five core strategies designed to be systematic, measurable, and impactful in reaching this ambitious goal.
“With these five strategies, I believe our performance culture will become more measurable, more impactful, and ultimately something we can be proud of,” Ossy stated during his keynote speech.
The Five Pillars to Reach SAKIP A
The Deputy Minister emphasized the following five main strategies:

Leadership Commitment
Strong leadership is crucial for consistent bureaucratic transformation. -
Performance-Based Planning and Budgeting
Every plan and budget must have clear targets and outcome orientation. -
Digitalization and Data-Driven Decision-Making
Embracing technology for faster and more accurate decisions. -
Evidence-Based Monitoring and Evaluation
Focused on real, measurable impact rather than routine reports. -
Reward and Consequence Management
High performers are rewarded, and underperformance is addressed.
Ossy made it clear that this goal is not just administrative, but a reflection of the government’s commitment to better governance and public trust.
“This is about the public’s trust, national program effectiveness, and the legacy we build as an institution,” he affirmed.
A Turning Point for All Units
Attended by around 1,000 participants, the webinar serves as a pivotal moment for all ATR/BPN units to accelerate their transformation journey.
“SAKIP A proves that we can work smarter, with real impact for society,” Ossy concluded.
Meanwhile, Agustyarsyah, Head of the ATR/BPN Human Resources Development Agency, highlighted the importance of a realistic and progressive roadmap.
“It helps foster collaboration, optimize resources, and ensure sustainable SAKIP implementation. We hope all participants take valuable insights from this session,” he said.
