Jakarta, Indonesia – Indonesia’s Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, officially appointed 79 structural officials on Thursday, July 3, 2025. The inauguration, held both online and in person at the Prona Hall in Jakarta, marked a key milestone in the ministry's ongoing organizational reform efforts that have been progressing over the past eight months.

In his remarks, Minister Nusron emphasized that this inauguration is part of a broader plan to build a more transparent, fair, and merit-based career system within the ministry. Promotions and transfers will be determined by performance and competency rather than personal connections or favoritism.

“This appointment is part of our effort to build a measurable and tiered career system based on meritocracy. We’ve started to shape the rhythm of our organization more regularly and transparently, so every employee can clearly visualize their career path,” Nusron stated.

Employees Must Be Ready to Serve Across the Nation

Minister Nusron reminded all ATR/BPN employees that, as a vertically integrated national agency, every staff member must be ready to serve anywhere across Indonesia—whether in western, central, eastern regions, or even in remote areas.

“We are a national institution, and all staff must adopt a nationwide mindset. Everyone should be prepared to take assignments not just at the central office but across all regions, including remote locations,” he said.

This policy is intended to ensure equal opportunity in assignments, preventing any employee from being stationed in the same area for an extended period. It also aims to reinforce a sense of unity and shared responsibility within the organization.

Merit-Based System for Promotions and Transfers

The Minister strongly emphasized that all personnel changes, including promotions and transfers, must follow a strict merit-based system. Subjective factors or personal connections should have no place in career advancement within ATR/BPN.

“We want ATR/BPN to be a professional and high-integrity institution. That’s why we are committed to applying a meritocratic approach consistently,” he added.

While the official career path regulation is still in the finalization stage, the current restructuring steps have already been aligned with this principle.

Two Senior Officials Also Inaugurated

In addition to the 77 mid-level administrators, two High Leadership Officials were also appointed:

  • Budi Santosa, Head of the Human Resources Bureau

  • Einstein Al Makarima Mohammad, Head of the Bureau for Organization, Governance, and Risk Management

The inauguration was attended by other senior officials within the ATR/BPN Ministry.

This large-scale appointment is more than a routine reshuffling of positions. It represents a strategic effort to create a fair, transparent, and nationwide-oriented career system within one of Indonesia’s key government institutions. By embracing meritocracy and equal duty distribution, ATR/BPN is positioning itself as a truly national institution capable of delivering land and spatial planning services more effectively to the public.

The reform signifies a bold step in strengthening Indonesia’s bureaucracy, ensuring every civil servant has equal access to career growth, no matter where they are assigned.
