West Kalimantan Information Commission Launches 2025 Public Information Monitoring and Evaluation. |
Pontianak – The West Kalimantan Provincial Information Commission officially launched the 2025 Monitoring and Evaluation (Monev) of Public Information Disclosure on Wednesday (July 2, 2025), at the Data Analytic Room (DAR), Governor's Office. This annual initiative evaluates the compliance and quality of public information services by government institutions across the province.
This year, 168 public bodies are participating, ranging from provincial and district/city agencies (OPDs), village governments, to regional enterprises (BUMDs) and legislative institutions.
Governor Norsan: Transparency is a Moral Obligation
Governor H. Ria Norsan emphasized in his speech that public information disclosure is the foundation of a democratic and participatory government.
“Transparency is a form of accountability. Good governance can only happen if the people are informed, if information is accessible, and if the bureaucracy opens itself to public scrutiny,” said Norsan.
He stressed that openness should be practiced from the top level down to village-level Information and Documentation Management Officers (PPID).
Digital-Based Assessment with Five Core Indicators
According to Commission Chair M. Darusalam, Monev 2025 uses Regulation No. 1 of 2022 and is conducted via the E-Monev digital platform, assessing five key indicators:

Infrastructure and digitalization

Information quality
-
Types of information shared
-
Organizational commitment
-
Innovation and communication strategies
Public bodies earn bonus points if their top leaders personally present or provide video explanations—highlighting leadership engagement.
“If a department head speaks directly, scores can be 50% higher,” said Darusalam.
Challenges Remain Despite National Success
In 2024, West Kalimantan scored 81.97 in the Public Information Openness Index (IKIP), ranking 6th nationally, an improvement from 16th place in 2023. Still, 57 public bodies were categorized as "not informative."
“We can't ignore that nearly 30% of institutions failed to meet standards. It’s a serious issue,” Darusalam added.
Seven Stages, Grand Ceremony Set for October 24
The Monev process spans seven phases, including administration, questionnaires, data verification, and presentations—ending with an award ceremony on October 24, 2025.
M. Reinardo “Edho” Sinaga, Vice Chair and Monev Coordinator, explained several updates:

Fewer and more focused SAQ questions

SAQs can be downloaded from komisiinformasikalbar.or.id before technical training (July 9–10)
District Education Offices, Development Planning Agencies (Bappeda), and Regional Hospitals (RSUDs) are required participants due to their direct impact on the Human Development Index (HDI).
Public Involvement and Transparent Results
All Monev results will be publicly announced through official media channels. Winners will be formally recognized as the most informative public institutions.
Governor Norsan closed by urging cultural change, not just formal compliance:
“Openness should be a habit, not a duty. Government exists for the people. Don’t let citizens wait for answers that never come.”
